Chompy birds can only be killed when you have completed the Big Chompy Bird Hunting quest, and only if you are using an ogre bow and arrows. They have to be lured out using a bloated frog. Use an Ogre bellow on swamp frogs to receive bloated frogs.
Once you have killed 30 Chompy birds, you start getting Chompy Hats.
