Hazeel is a Zamorakian Mahjarrat and was ruler of northern Kandarin where Ardougne now stands before being defeated by Saradominists led by an ancestor of the Carnillean family. After his defeat, he was forced into a hibernation-like state for many thousands of years until finally being revived in the Fifth Age by a human cult dedicated to him.
Following the events of Hazeel Cult in which Hazeel is revived by a cult led by Alomone, Hazeel attended the 18th Mahjarrat Ritual of Rejuvenation near the ruins of Ghorrock during Ritual of the Mahjarrat in which Jhallen was sacrificed to rejuvenate the Mahjarrat present.
Following Zamorak's defeat in the Battle of Lumbridge, the Zamorakian Mahjarrat, including Hazeel, attended the "Great Ascension" of Sliske, but were refused access by the Barrows Brothers and forced to flee when attacked by a dragonkin called Strisath.
During Dishonour among Thieves you must recruit Hazeel to Zamorak's team for an attempt at stealing the Stone of Jas from Sliske.
