Investigating the item results in the message, "This looks very rare. This can be used to upgrade the hunter lodge to tier 3 at the base camp."
Note that if the pelt is located in your bank, the ingredients list text in the Anachronia base camp interface will remain red as if you do not have this item. However, it is still possible to build the tier 3 hunter lodge with it in your bank.
Regarding the requirements for this item, note that acquiring this item by Hunting creatures on Anachronia is a 1/1,000 chance of the drop, but can be done with merely 15 Hunter. However, the odds of getting the drop are significantly better from participating in Big Game Hunter encounters (1/150 chance), the caveat being that it requires much higher levels (75+ Hunter and 55+ Slayer).
