Aaron the Armour salesman is the master of Ranged and will sell you the Ranging cape and Ranging hood for 99,000 coins when you've achieved level 99. He will also sell the Ranging master cape for 120,000 coins to players who have obtained virtual level 120.

He also runs his own Armour Shop which stocks a selection of Ranged items:
