Ability to defeat level 47 King Roald and 5 level 35 Outlaws

Speak to Rat Burgiss, who is at the crossroads south of Varrock and north of Lumbridge. He will tell you that a bunch of outlaws have ransacked his trading cart and that he needs you to get back the 5 papers they stole from him. He will give you a folder to keep them in.

Head to the northwestern corner of the Grand Exchange and climb into the underwall tunnel. Then, walk south between the river and the wall to reach the Outlaw camp. The camp is below Lucien's house.
Note: If you do not have 21 Agility to use the tunnel shortcut, then you will have to walk or teleport to Edgeville. From there, cross the river and walk south to reach the Outlaw camp.

Once at the camp, kill five Outlaws (level 32) to retrieve five of Rat's papers, then use them on the folder Rat gave you.

Return to Rat with the folder and he will give you another assignment. He will ask you to deliver his letter to Surok Magis in the library of Varrock.

Head to the library in Varrock Castle and speak to Surok Magis. He will tell you that he can make clay into gold bars! He will need two items, an ordinary bowl and a wand infused with Chaos.

Now you have to get to the Chaos altar. There are three ways to get there. The third option doesn't require a chaos talisman or tiara to be equipped.
Option 1: (Recommended, 42 Mining required)
Surok Magis will give you a diary and a wand. Read the diary and then leave Varrock via the east exit and then follow the path north until you reach the statue of Saradomin. Talk to Anna Jones and she will give you a bronze pickaxe. Excavate the statue to reveal a tunnel. Enter the tunnel and then head north until you reach a portal. The portal leads to the second level of the Chaos Maze. Once in the maze, head west to the ladder and climb down. Lastly, walk east to reach the altar.
Option 2: (Long and partially Safe)
Head to the Chaos Altar entrance in the wilderness, and once inside make your way through the maze to Chaos Altar. This can take some time as the maze can get frustrating, and the walk into the wilderness to get to the altar can also be dangerous.
Option 3: (Requires Mage of Zamorak completion)
Head to Edgeville and head northeast. Have the Mage of Zamorak teleport you to the Abyss, then make your way through the rift to the Chaos entrance. Enter it and you will be placed directly in front of the Altar, so you do not have to go through the maze.

Use your wand on the altar, and it will start to glow. Now return to the library of Varrock and talk to Surok Magis. He will then give you a letter for Rat.

Head back to Rat and deliver the message. Rat will explain to you that he is actually the commander of Varrock Palace's Secret Police and that Surok Magis is planning on taking over the Kingdom of Misthalin by using a mind control spell on King Roald. Rat will direct you to Zaff, owner of the Staff Shop in Varrock square, in order to prepare a spell to counteract Surok's.

Talk to Zaff and he will explain his plan to you. Zaff will give you a Beacon Ring and instructions on how to arrest Surok Magis. Get your gear ready for a fight.

Head to Surok and attempt to arrest him. He will cast his spell on King Roald and you will have to fight him. Fight King Roald (Level 47) until he is at 0 hitpoints and then use the Beacon Ring. Zaff will arrive and will save King Roald. He will then tell you to go and talk to Rat.

Return to Rat Burgiss to finish the quest.
The Chaos Shortcut is located East of Varrock, where the road leads to the Saradomin Statue. As explained in Option 1, you can use it whenever you want.
The Beacon Ring doesn't have any special abilities after the quest, except for its +2 Magic Attack bonus and it's +1 Magic Defence bonus.
