Hari is the farthest North of the 4 Canoe masters located along the River Lum. Talking to him you can learn how to make a canoe to travel the length of the river. The higher your Woodcutting level the better canoe you can make and the farther it can travel along the river.
If for some reason you do not have a hatchet while you are there, Hari will lend you his and you will return it when you have crafted your canoe.
