Waldo watches after a network beacon North of the Varrock Grand Exchange. He can also provide information on the other beacons.
To light his beacon, you must have completed the All Fired Up quest, have 20 identical logs (of any type that you can light), a tinderbox, and level 59 Firemaking.
If the beacon has been lit, you can give Waldo five logs (same type that were used to light the beacon) for him to tend the beacon with. This allows the beacon to stay lit longer.
